Government at a Glance is a new, biennial publication of the OECD providing over 30 indicators describing government performance. It compares the political and institutional frameworks of government across OECD countries, as well as government revenues, expenditures and employment. It also includes indicators describing government policies and practices in integrity, e-government and open government, and introduces several composite indexes summarising key aspects of public management practices in human resource management, budgeting and regulatory management. For each figure, the book provides a dynamic link (StatLink) which directs the user to a web page where the corresponding data are available in Excel® format.
The Western Balkan region benefits from a cost-competitive labour force and geographic and cultural proximity to EU markets. However, cost competitiveness as a source of differentiation is not sustainable. Cost levels are increasing gradually in some sectors, reducing firms' profitability. In order to sustain competitiveness, the Western Balkans needs to move up the value chain, from investing in automated technology to producing higher-quality goods and enhancing its human capital. This publication reviews measures taken to support investment policy and governance reforms in Iraq. It finds that Iraqi parliamentary elections, held without major security incidents in March 2010, are the latest in a series of indicators suggesting that the country may be achieving greater stability in governance and security - a key prerequisite for foreign and domestic investment, growth and job creation. Furthermore, the business environment is gradually improving as a result of an ongoing institutional capacity building process supported by the international community.
The MENA-OECD Initiative on Governance and Investment for Development is part of this effort, playing a key role in building the capacity of the National Investment Commission and its one-stop shop for investment licensing. The Initiative has helped raise awareness on corruption and bribery issues, provided training for the negotiators of international agreements, and advised on implementing regulations for the landmark Investment Law of 2006. The past, the present and the future of political science have always been a topic of inquiry for political scientists. This collection of essays is not the first to explore the evolution of the discipline. Since its inception, scholars of politics of all persuasions have (re)produced the story of the field as a discipline and as a profession (Farr et al. 1990: 598; Blondiaux 1997: 10; Gunnell 2002: 339; Dryzek 2002; 2006). They have explored the discipline's relation with its social and political environment, they have questioned its epistemological and ontological specificities, and more recently they have documented its professional standards, codes, and practices. As the discipline expands in different parts of the world, the attention devoted to its evolution and development has increased. Political science is a recognized object of study and "state of the discipline" studies are flourishing.
This book seeks to contribute to these recent debates about the evolution of the discipline by exploring three interrelated themes, namely (1) the discipline's co-evolution with politics, (2) its changing relations with sister disciplines, (3) and the transformation of its practices for knowledge production and dissemination. We argue in this volume that these topics are fundamental, as they directly address the core identity of political science.
