  • The positive role of ECOWAS and its military-security arm ECOMOG in bringing to an end the decade-long bloody civil war in Sierra Leone, restoring democratic governance and the rule of law, has brought to the fore the value, legitimacy and impact of regional integration and co-operation in West Africa. Insimple terms, ECOWAS and ECOMOG are widely (though not universally) acclaimed as ""saviours"" and ""heroes"" in Sierra Leone. But despite this popular acclaim, no serious effort has been made by researchers, political actors, policy practitioners or regional leaders to engage, on a long-term basis, with how regional integration could be used as an engine of national and regional development, faced with the opportunities and challenges of contemporary globalisation; how to identify the critical everyday issues that affect the human and societal security of the local populace; or how to use the regional integration processes to find solutions to the myriad problems faced on a daily basis by people of the sub-region. Infact, as Sierra Leone celebrates the 50th anniversary of political independence from British colonial rule, there is a noticeable absence of any focus on ECOWAS and West African integration and co-operation by the political leaders and academic community.
    The general lack of policy dialogue and critical engagement among researchers, political actors, policy practitioners and regional leaders has made it difficult, if not impossible, for rigorous evidence-based research to influence policy on the West African integration processes. Under the auspices of UNESCO's Management of Social Transformations (MOSn Programme, a series of multidisciplinary seminars took place in each of the fifteen ECOWAS states to foster dialogue between resear­ chers and political, economic, and social decision-makers for a better understanding of the issues at stake. This book is the result of one such seminar, and of a series of separately commissioned papers by Sierra Leonean researchers from diverse disciplinary backgrounds. Edited by Professor David Francis, Professor of Peace Studies at the University of Bradford, it is based on extensive field research over a number of years, the assessment of primary source and secondary materials relating to ECOWAS integration, as well as to Sierra Leone's foreign, security and development policy approach to regional integration and cooperation.

    We wanted to have a personality of international calibre, espousing different political systems across the world. But we also wanted to bring a good teacher into the fold filling students with enthusiasm, able to lead them to develop their study projects, to establish their vocation as researchers and even to train personalities active in every day life, in fact to promote a European conscientiousness.
    We know that Mario Telò has perfectly fulfilled these many wishes, in particular through his commitments towards his colleagues as well as his very active role as member and President of the Institut d'études européennes - Institute of European Studies (IEE-ULB), but also through the support that he has given numerous researchers who have completed brilliant doctoral theses under his supervision.
    It is difficult to pay him tribute, however, as Mario Telò has engaged in and still engages in multiple and international academic activities. We have lost count of the number of foreign invitations that have been extended to him as well as his numerous speeches to defend and to explain the need for a European area.
    Mario Telò knows better than anyone that European values still need to be defended, that European studies cover several aspects, not just the political integration process in Europe but also the analysis of the behaviour of actors, decision-makers and citizens.
    We know that the `EU acquis' is often temporary and several times the work has to be redone, as the difficulties of functioning with twenty-eight member states, and soon to be twenty-seven member states, show. The European Union does not always respond to the democratic deficit, the political integration approach needs to show the usefulness and expected benefits of European cooperation essential to its existence in a very tense global context.
    The energy of Mario Telò, his creativity, his international engagement, his academic openness will always be essential to the ULB. A member of the Académie Royale de Belgique [Royal Academy of Belgium], in the Classe des Lettres et des Sciences morales et politiques [section of letters and moral and political sciences], Mario Telò will always find the opportunity to express his analyses and proposals to get through the currently very troubled time of Europe's and the world's evolution.

  • Los árboles y los bosques de la RDC : perlas globales que deben ser protegidas por la paz, por su cultura de los árboles! Desde el punto de vista etimológico, e incluso en las lenguas indoeuropeas, el árbol es tomado como un ser femenino porque es la madre de los frutos. Por sus beneficios, concluí que, más que el legendario Prometeo, el árbol sigue siendo un héroe eterno para los vivos, incluso para los muertos. ¡En total, el árbol es una maravilla ignorada! Para tocar las corazones que aún son humanos, una petición de paz verde en la RDC hace parte de este libro. ¿Por qué interminables alertas de cambio climático junto con guerras que causan repugnancia por la conservación del bosque y la naturaleza? Dado que los árboles o los bosques intervienen en el régimen de lluvias y son también los guardianes insustituibles del equilibrio climático, biológico e hídrico del mundo entero, se puede deducir que Egipto es más bien el regalo de los árboles y los bosques de la RDC. Si, a través de la fotosíntesis, la amistad del árbol va más allá del lugar dónde se planta, los Estados del mundo tienen el deber de vigilar de cerca, desde lejos, directamente o indirectamente, desde aquí o desde otro lugar, para proteger los árboles y los bosques de la RDC a través de la paz!

  • This 15th edition of the Agricultural Outlook edition presents the outlook for commodity markets during the 2009 to 2018 period, and analyses world market trends for the main agricultural products, as well as biofuels. It provides an assessment of agricultural market prospects for production, consumption, trade, stocks and prices of the included commodities.  This edition of the Outlook was prepared in a period of unprecedented financial market turmoil and rapidly deteriorating global economic prospects. Because macroeconomic conditions are changing so quickly, this report complements the standard baseline projections with an analysis of revised short-term GDP prospects and alternative GDP recovery paths. Lower GDP scenarios result in lower commodity prices, with reductions in crop and biofuel prices about one-half those for livestock products. A sensitivity analysis to highly uncertain crude oil prices shows the important links between energy and agricultural prices. The Outlook also reports on a survey of various actors in the agri-food chain in terms of the current impacts of the global economic crisis and credit market constraints.
    The issue of food security and the capacity of the agricultural sector to meet the rising demand for food remains very high on the international political agenda.  This report provides a brief overview of critical factors such as land availability, productivity gains, water usage and climate change, and suggests that agricultural production could be significantly increased, provided there is sufficient investment in research, infrastructure and technological change, particularly in developing countries.

  • Since the mid-19th century military powers and various writers have tried to define the notion of belligerent occupation and, in particular, the beginning thereof. There are many situations in which a state of occupation is controversial or even denied. When is control so effective that an invasion turns into a state of belligerent occupation? What is the minimum area of a territory that can be occupied; a town, a hamlet, a house or what about a hill taken by the armed forces? This paper examines what seems to be an important gap of the Fourth Geneva Convention: contrary to the Hague Regulations of 1907 it does not provide a definition of belligerent occupation. It is argued that the Fourth Geneva Convention follows its own rules of applicability and that therefore the provisions relative to occupied territories apply in accordance with the "functional beginning" of belligerent occupation approach from the moment that a protected person finds him or herself in the hands of the enemy.
