Le général José Maria Mendes Norton de Mattos (1867-1955), militant républicain et responsable militaire pendant la Première Guerre mondiale, a été l'organisateur du Corps expéditionnaire portugais allié à la France. Opposant au gouvernement de Sidonio Pais (1917), il a été exilé à Londres. De retour au Portugal, il devint ambassadeur du Portugal à Londres. Candidat aux élections présidentielles de 1948, alors que le pays comptait déjà vingt-deux ans de dictature salazariste, Norton de Mattos a été le plus grand combattant électoral et le plus ferme contre Salazar et l'Etat Nouveau.

This book introduces a Theory of Global Democracy as a tool to implement the capacity to study today's International Relations through new lenses, different from those of the main theories of this field, that are Neo-realism, Liberalism, "English School", and Centre/Periphery. The principal concern of this new Theory is the difference albeit the opposition between the national dimension and the international dimension of democracy. States often lease territory from each other for economic or military reasons, but on rare occasions leases have been made with the objective of settling disputes about sovereignty. This book offers the first collective examination of cases in which states have attempted to resolve territorial conflicts this way. This publication reviews measures taken to support investment policy and governance reforms in Iraq. It finds that Iraqi parliamentary elections, held without major security incidents in March 2010, are the latest in a series of indicators suggesting that the country may be achieving greater stability in governance and security - a key prerequisite for foreign and domestic investment, growth and job creation. Furthermore, the business environment is gradually improving as a result of an ongoing institutional capacity building process supported by the international community.
The MENA-OECD Initiative on Governance and Investment for Development is part of this effort, playing a key role in building the capacity of the National Investment Commission and its one-stop shop for investment licensing. The Initiative has helped raise awareness on corruption and bribery issues, provided training for the negotiators of international agreements, and advised on implementing regulations for the landmark Investment Law of 2006. This publication examines these issues, and MENA-OECD involvement in advancing them, for the period 2007-2008.

This collection of essays discusses three interrelated topics: the relationship between political science and the problems of politics, the relationship between political science and other fields of research, and the transformation of the profession.
The past, the present and the future of political science have always been a topic of inquiry for political scientists. This collection of essays is not the first to explore the evolution of the discipline. Since its inception, scholars of politics of all persuasions have (re)produced the story of the field as a discipline and as a profession (Farr et al. 1990: 598; Blondiaux 1997: 10; Gunnell 2002: 339; Dryzek 2002; 2006). They have explored the discipline's relation with its social and political environment, they have questioned its epistemological and ontological specificities, and more recently they have documented its professional standards, codes, and practices. As the discipline expands in different parts of the world, the attention devoted to its evolution and development has increased. Political science is a recognized object of study and "state of the discipline" studies are flourishing.
This book seeks to contribute to these recent debates about the evolution of the discipline by exploring three interrelated themes, namely (1) the discipline's co-evolution with politics, (2) its changing relations with sister disciplines, (3) and the transformation of its practices for knowledge production and dissemination. We argue in this volume that these topics are fundamental, as they directly address the core identity of political science.
